The Stars in Liberia have been promoted to the Orange National Second Division after defeating Wologisi FC 4-2 in penalties at the Antoinette Tubman Stadium.
Oscar Joe-Joe put Wologisi upfront just after 11 minutes, but the Stars equalized 16 minutes later via George Jangaley.
Both sides played cautiously in the second half with the game decided by penalties where goalkeeper Sampson Joe shone brightly with two saves to send the Stars into the Second Division.
